Understanding the Import Process in Malaysia

A key aspect of Malaysia’s import process is the need for a thorough declaration. Regardless of whether they are subject to import duties, all shipments entering Malaysia must be declared using K1 form. This declaration must provide a detailed and precise summary, including the total number of items, descriptions of goods and packages, total value, weight, dimensions or quantity, and either the country of origin or final destination. Importers are required to submit this form at the Customs office where the goods are entering. Furthermore, it’s the importer’s responsibility to pay any applicable duties or customs taxes on the imported items before they can be released, covering both import tax and the Sales and services tax (SST).

Notably, not all products necessitate an import license in Malaysia. For those that do, businesses must first register with the Companies Commission of Malaysia. Following registration, the next step is to obtain an import license from the Ministry of International Trade and Industry (MITI). The documentation needed by Malaysian Customs for international trade encompasses, but is not limited to:

1. K1 form
2. International Shipping Documents – such as the Bill of lading or Airway bill;
3. CIPL – Commercial Invoice and Packing List;
4. Any additional Permits, Licenses, or Certificates. Additional Information on Specific Import Requirements Certain categories of products, including meat, eggs, milk, wine, plants, cosmetics, pharmaceuticals, firearms, explosives, medicines, and hazardous items, require special import permissions. Moreover, imports of meat, processed meat, poultry, eggs, and egg products must be accompanied by a Halal certification from the Department of Islamic Development Malaysia (JAKIM).

 

Importing Samples For textile samples, each must be clearly marked or stamped as a “commercial sample,” and there is a limit of three samples.
